Policing Uganda, Policing the World

This essay examines the Ugandan police by combining approaches from political science, sociology and anthropology. Based on long-term ethnographic fieldwork in Uganda the essay draws a detailed picture from inside the police force and examines the everyday practices of the police, their bureaucratic dimensions and their relations with the Ugandan public. Following John Dewey’s understanding of adaptation, the essay argues that the Ugandan police cannot be seen as a product to external standards. The main thesis here is that the police in Uganda are a highly self-referential institution, embedded in a local context and a global policing code of self-representation

'Am Beispiel der jüngeren Geschichte Ugandas untersucht dieser Beitrag die Probleme der Staatsbildung unter globalisierten Bedingungen. Nach Jahren des Bürgerkriegs und politischer Instabilität hat dort die 'National Resistance Army' 1986 begonnen, staatliche Herrschaft wieder zu errichten. Die These dieses Beitrags ist, dass das Ergebnis dieser Bemühungen selbst unter einer ambitionierten politischen Führung nicht dem ähnelt, was klassische Theorien als Staatlichkeit beschreiben. (Autorenreferat)'This article takes Uganda's recent history as an exemplar in order to assess problems within processes of state-building under current global conditions. After years of civil war and political turmoil, Uganda's 'National Resistance Army' began in 1986 to re-establish a functioning state. The author maintains that even under a willing leadership there is little chance that the result of this process is statehood as it is conceived by social and political theory. Both internal dynamics and external pressures narrowed the scope of possible action and caused a bifurcation of security as state rulers react to continuing threats by the delegation of violence. Security is either commercialised or communalised, a mechanism that further diminishes the chances of monopolizing the means of violence.' (author's abstract)
